“Over And Over Again” is an improvised song, mainly played by Paul McCartney, performed during the “Get Back” sessions, on January 3, 1969, at Twickenham Film Studios.
From Drugs, Divorce and a Slipping Image – The Complete, Unauthorized Story of The Beatles’ ‘Get Back’ Sessions by Doug Sulpy:
George requests another guitar and Paul interrupts some of John’s monotonous and amateurish ramblings on the organ by singing “Over And Over Again,” a Little Richard style number, while accompanying himself on bass. Ringo backs him on drums but George barely plays at all since he continues to talk with Kevin. John offers only some sporadic unrelated accompaniment on the organ. The lyrics consist of little more than repetitions of the title phrase. Paul makes an attempt at a verse, but nothing coherent results. This is very likely an improvisation, and possibly an oblique reference to the lengthy “All Things Must Pass” rehearsal which has just been concluded.
